(PAD) Kota Palopo”. Skripsi Program Studi Ekonomi
Syariah Fakultas Ekonomi dan Bisnis Islam Institut Agama

Penelitian ini membahas tentang Implementasi Kebijakan Izin Mendirikan
Bangunan (IMB) dalam Meningkatkan Pendapatan Asli Daerah (PAD) Kota
Palopo. Sehingga tujuan penelitian ini yaitu untuk mengetahui Strategi
Pemerintah dalam Implementasi Izin Mendirikan Bangunan (IMB) sebagai
Pendapatan Asli Daerah (PAD) Palopo dan untuk mengetahui Sumbangsih
Implementasi dari Kebijakan Izin Mendirikan Bangunan (IMB) Terhadap
Pendapatan Asli Daerah (PAD) Kota Palopo.
Jenis penelitian ini yaitu penelitian kualitatif dengan metode pengumpulan
data yang menggunakan observasi, wawancara dan dokumentasi. Jenis data yang
digunakan yaitu data primer dan data sekunder. Beberapa teknik analisis data
yang digunakan yaitu Reduksi Data (Data Reduction), Penyajian Data (Data
Display) dan Verifikasi Data (Verification).
Berdasarkan hasil penelitian dan pembasahan sebelumnya maka
kesimpulan penelitian ini 1). Pemerintah Kota Palopo telah berhasil meningkatkan
pengumpulan retribusi Izin Mendirikan Bangunan (IMB) sebagai Pendapatan Asli
Daerah (PAD) melalui beberapa strategi seperti melakukan perencanaan,
pengarahan, dan pengawasan. Perencanaan mencakup penggunaan aplikasi
SIMBG untuk pendaftaran online, menggantikan IMB dengan Persetujuan
Bangunan Gedung (PBG). Pengarahan dilakukan melalui berbagai metode
sosialisasi, termasuk media sosial dan media cetak, untuk meningkatkan
pemahaman masyarakat tentang peran retribusi dalam pembangunan daerah.
Pengawasan aktif terhadap pemungutan retribusi dan pengecekan bangunan yang
belum memiliki perizinan juga berhasil meningkatkan pengumpulan retribusi
setiap tahunnya. 2). Retribusi IMB merupakan salah satu sumber pendapatan
daerah Kota Palopo dan dapat membantu mendukung berbagai program dan
proyek pembangunan di Kota Palopo. Meskipun persentasenya tergolong kecil
dalam PAD secara keseluruhan yaitu dengan rata-rata sebesar 1,02 % pada
periode 2017-2022, namun kontribusi ini menunjukkan bahwa pengelolaan IMB
yang efektif dapat terus ditingkatkan untuk mengoptimalkan pendapatan daerah.

This study discusses the Implementation of the Building Permit Policy
(IMB) in Increasing Regional Original Revenue (PAD) of Palopo City. So the
purpose of this research is to find out the Government's Strategy in the
Implementation of Building Permits (IMB) as Regional Original Revenue (PAD)
of Palopo and to find out the Contribution of the Implementation of the Building
Permit Policy (IMB) to the Regional Original Revenue (PAD) of Palopo City.
This type of research is qualitative research with data collection methods
that use observation, interviews and documentation. The types of data used are
primary data and secondary data. Some of the data analysis techniques used are
Data Reduction, Data Display and Data Verification.
Based on the results of the previous research and wetting, the conclusion
of this study is 1). The Palopo City Government has succeeded in increasing the
collection of the Building Permit (IMB) levy as Regional Original Revenue (PAD)
through several strategies such as planning, direction, and supervision. Planning
includes the use of the SIMBG application for online registration, replacing the
IMB with Building Approval (PBG). The briefing was carried out through various
socialization methods, including social media and print media, to increase public
understanding of the role of retribution in regional development. Active
supervision of the collection of levies and checking buildings that do not have
permits has also succeeded in increasing the collection of levies every year. 2).
IMB levy is one of the sources of regional revenue in Palopo City and can help
support various development programs and projects in Palopo City. Although the
percentage is relatively small in the overall PAD, with an average of 1% in the
2017-2022 period, this contribution shows that effective IMB management can
continue to be improved to optimize regional revenue.
